This collar is perfect!! It fits my 4 lb Yorkie perfectly and I love the blue color, it really goes with her silver hair. A lot of people might complain about how small it is but I don't think they're looking/paying attention to the measurements correctly. This collar probably won't work for your 12 lb Shi Tsu, but that's not the collar's or the seller's fault, it's yours for not paying attention to what you're buying. But anyways, I really do love this collar, all three of my Yorkies have one and I would definitely buy it again.
